  • 30 years in development in Asia and East-Africa in water resources, river basin and irrigation management, environmental sustainability in water resources, institutional development and in poverty alleviation.
  • 15 years in senior management positions of multi-expert multi-disciplinary teams, including major domestic consultants teams of 18 National professionals.
  • Manager of 7 major, multi-million dollar development projects funded by World Bank, Asian Development Bank, EU and UNDP.
  • Consulting missions for WB, ADB, IFAD, FAO, USAID, for project design, development, loan negotiations, mid-term and post evaluations, with special focus on good governance, institutional as well as community development.
  • Design and actual introduction of water utility and irrigation service fees on over 1 million hectares on technical irrigation areas in 8 major provinces of Indonesia.
  • Innovations to management of micro-credit/poverty alleviation program in Indonesia through introduction of a GIS geographical information system/mapping based monitoring system.

Project Manager and Team Leader, Iringa Agricultural Development Project, EEC/EU funded. Duties :

  • Overall coordination of multiple project activities in area of some 13,000 km2 in Ruaha River Basin (Central Tanzania), in such aspects as transport sector, roads, water supply. irrigation development extension, agronomy, soil conservation. watershed management, livestock, training and human resources development, institutional training in region and 5 districts, planning of post-harvest crop management and collection/transport, wildlife and natural park/reserves preservation.
  • Institution building and training.
  • Develop a financial management system for Treasury to monitor Regional Development expenditures.
  • Responsible for all inter-disciplinary aspect of the final report Regional Master Plan for investments in water supply, irrigation, roads, land use, veterinary science, agronomy and inputs distribution, bridge construction, forestry nurseries, livestock dipping tanks.
  • Managed project staff of 24 professional experts, 200 sub-professionals, 1200 laborers, and motorpool of 70 trucks and 60 Landrovers.

Team Leader and Economist/Institutional Development Specialist:

  • Water Resources and Irrigation Cost Recovery Policies in (Service Fee/Community Development Component in the loans ISSP-1 & ISSP-2 (World Bank). Project Director ISF/Simalungun TISP (ADB) & ISF/IISP-1 (ADB) and ISF/IISP-2 (ADB), Ministry of Home Affairs (World Bank/ADB), responsible for project start-up and implementation, project conceptual design, legal structure, socio-political and economic aspects. Institutional development structure and integration of cost recovery in water resources system management and institutional structure prevalent in Indonesia and as foreseen in the water sector policy concept.
  • Guided of 18 Professionals and 36 Community Organizers and Field Assistants in implementing introduction of water resources cost recovery in selected districts in the provinces of West, Central and East Java, South Sulawesi and North Sumatra.
  • Developed a model for long-term financial planning for cost recovery in water resources in selected river basins, based on multi-variable multi-variate analysis; model includes all factors which influence cost recovery in O&M, and allows to predict financial results and required Government contribution over 20-year period for various policy scenarios (combinations of rehabilitation, training, sediment control, social acceptance, area coverage, O&M cost structure, water availability).
