Personal Observations

The Terms-of-Reference in Overview 1 request and indicate for this report to be based on personal observation gained on a variety of projects on consulting contracts funded by the World Bank (and other donors) during 2000 till 2008.
These observations now may appear repetitive and overlapping but here is a reason for this: corruption is at times so difficult to understand on why people engage in it and why they ultimately bring misery onto themselves and many others, that one almost continuously “circles” the issue, looking inside and repeatingly asking oneself:

What lessons are drawn from this initial review (presented in Chapters 1 through 3: Personal Lessons, Corruption Jargon and Key Players) and as depicted in the Overviews 2 through 8, and what to consider as basis for Anti-Corruption Measures?

Inventory of Findings

Based on the TOR and the foregoing writings (including the introduction of the 5 concepts on Syllogosim on Corruption, the issues of Specificity or lack thereof, the considerations of how to make a Corruption Prevention work and give it structure, and the overall consideration of underlaying Rent Seeking), a number of findings can now be listed.
